Franceska Israel Sarai is a visionary strategist, global movement builder, and policy advocate dedicated to advancing leadership, economic empowerment, and youth development. As Chief Executive Officer of RISE IPL International, she leads a dynamic platform committed to strategic communications, nonprofit advancement, civic engagement, and global partnership development.
Franceska’s leadership is rooted in purpose and precision. Under her direction, RISE IPL has evolved into a multifaceted ecosystem that connects policymakers, athletes, nonprofits, higher education institutions, and international platforms to create sustainable impact. Her work operates at the intersection of communications, advocacy, and institutional strategy ensuring that underserved communities are not only supported, but structurally positioned for growth.
In addition to leading RISE IPL International, Franceska serves as Chief Liaison Officer for the Advancing Black Businesses Foundation (ABBF), where she works closely with executive leadership to strengthen public-private partnerships, align policy initiatives, and elevate minority-owned businesses.
Her ability to bridge relationships across corporate, nonprofit, and legislative sectors has made her a trusted connector and strategic voice in economic equity conversations.
Franceska is also a proud Sister of the 100 Black Women of Southern Maryland Chapter and a member of the Washington Association of Black Journalists (WABJ). She writes the Young Professionals column for
Vision & Purpose Community Magazine, where she spotlights emerging leaders, influential public figures, and transformative changemakers ensuring that impactful narratives are told with clarity, dignity, and strategic intention.
As the creator of the Future-Preneurs Program, Franceska has led more than 100 activations since 2020, equipping youth with skills in entrepreneurship, financial literacy, public speaking, leadership development, and civic awareness. The program continues to expand through partnerships with universities, athletes, and national organizations, building leadership pipelines for the next generation.
As a proud United Nations partner, Franceska guides RISE IPL at the intersection of policy and global advocacy working alongside international stakeholders to elevate youth voice, health equity awareness, and economic inclusion.
